Barry Hartman helps coordinate the firm’s cannabis practice, and has been deeply involved in development and analysis of legislative proposals to deschedule cannabis and that would allow for the development of a national and international market for cannabis products. These include the States Reform Act, the Safe Banking Act, and the Discussion Draft of the Cannabis Administration and Opportunity Act. The firm currently represents two major trade associations on these policy issues The Minority Cannabis Business Association, and the Global Alliance for Cannabis Commerce, as well as a number of companies involved in the cannabis industry. Prior to joining the firm , Barry served in the United States Department of Justice as Acting Assistant Attorney General for the Environment and Natural Resource Division (1991-92), Deputy Assistant Attorney General (1989-91), and Deputy Assistant to the Attorney General (1989). Barry was responsible for overseeing all U.S. government litigation arising under federal environmental, natural resource, energy, and related laws.
Barry’s experience includes represents companies and individuals in criminal and civil investigations, trials, and appeals primarily involving complex federal regulatory programs. He also conducts internal investigations, represents clients in Congressional investigations regarding lobbying, ethics, and related issues. He has been involved in a number of cases that addressed Tenth Amendment and Commerce Clause issues
